Low Risk Missions:

Guarding the town
Routine base patrol
Short range scouting missions
Arresting someone who is threatening the peace
Shooting range
Obstacle course
Long range recon or recon of abandoned areas
Patrols of NCR controlled areas.

Medium Risk Missions:

Outpost guarding
Medium range scouting missions
Small scale fights or assaults on enemy positions
Minor battles
Arresting multiple threats to the peace or the security of the region
Medium range recon missions
Patrols contested areas

High Risk Missions:

Long range scouting missions
Large scale battles or assaults
Wars with enemy factions
Recon missions that involve close range spying and other espionage
Patrols in enemy territory, usually deep in their territory
