Thought it would be neat to have a sort of tiered town/ sub-faction based on Vault City. It would be made up of a lower, slum district, much like china town; An upper district where Dwellers, the particularly wealthy or those who have 'made it' into the inner circle are able to make their home; Then the actual Vault area itself, only open to open to the Dwellers and other important persons in certain circumstances.

The lower slums would be protected by irregular patrols of enforcers but open as well. With anyone being able to come and go, it would be easy for Gangs, smugglers and other unsavory characters to make their home there; as long as they remain rather innocuous to the city or town itself and don't bother the guards.

The upper city would be where much of the Vaults technology is allowed to bleed out onto the surface. Occupied mostly b Dwellers and other people deemed important or useful enough, this place is guarded round the clock and separated from the lower city by thick stone and steel walls, as well as a particularly vigilant 'immigration' office.

Anyone can come and go from the slums but people need to earn their place in the upper city. Those who have can either become guards, high-profile merchants/businessmen or simply someone who is allowed to live in peace from the rest of the wasteland in exchange for a small tax. Anyone can earn their place through hard labor. Wealthier people may buy their way in.

The city would be self-centered and neutral, as per the general idea of how towns should be on this server. The leadership would have a strong desire to stay out of wasteland politics and would not take sides and would follow their own laws, rather than those of any faction. While crime in the slums is deemed 'acceptable' if only to motivate the inhabitants upward, they would feel threatened by organizations or factions trying to take control of that area. That being said, they would still rather hire mercenaries than Cooperate with any larger entities, as it would simply lead to a cycle of control where the most current aggressor takes the town.

How's that? Sounds pretty neat, eh?
